총 비용이 1억원이 넘는 미국 주립대학은 어디? ... 해결 방법은?

 

일반적으로 미국 주립대학 학비는 저렴하다고 생각한다. 금년에도 많은 학생들이 미국 대학에 지원하고 있고, 이 가운데는 명성을 쫓아 주립대학에 지원하는 학생들도 있지만 '저렴한 학비'를 찾아서 주립대학을 선택한 경우도 많다.

그런데 문제는 학생이나 학부모들이 생각하는 것처럼 미국 주립대학 학비가 정말 저렴한가이다. 미국 주립대학들이 비용도 학부모들이 생각하는 것처럼 만만치 않다는 것을 보여드린다.

우선 미국 주립대학 가운데 최상위권에 위치한 미시간 대학(University of Michigan)을 보자.

Tuition and fees are based on full-time enrollment, defined as 12-18 credit hours per term for undergraduate students. Those electing fewer than 12 credit hours are charged on a per-credit-hour basis. Those electing more than 18 hours must pay for additional credits. For financial aid eligibility, full-time for graduate students is defined as 8 credit hours per term (however, for tuition rate purposes, full-time for graduate students is defined as 9 credit hours per term). The undergraduate and graduate rates for the College of Literature, Science, and the Arts are shown below on this page; tuition and fees may be higher or lower, depending on a student's program of study. Current full- and part-time tuition and fees for all U-M Schools and Colleges are available from the Office of the Registrar.

Estimated budgets reflect Office of Financial Aid research. Enrollment level, number of completed credits, major field of study, and housing options all determine individual costs. Estimated costs should help you plan your own college budget. Actual expenses will depend upon lifestyle and enrollment level.

위의 표에서 보듯이 주외 거주자와 국제학생은 연간 총비용이 7만6031달러다. 이를 원달러 환율 1350원을 적용할 때 1억264만원이다. 여기에 한국을 오가는 비행기 값 등의 비용을 합하면 그 비용은 더 늘어난다.

이 정도 비용을 별 부담없이 내려면 가정 소득이 2억5000만웜 이상은 되어야 하지 않을까 생각한다. 연소득 2억원 정도의 가정에서도 미시간 대학에 아이를 보내기는 쉽지 않을 것이다.

이런 대학 하나를 더 보자.

University of Virginia다. 이 대학 역시 미국 최상위권 주립대학 가운데 하나다. 이 대학의 총 비용은 단과대학 별로 다르다. 오늘은 문리과 대학의 총 비용에 대해 알아본다. 아래 표에서 보듯이 7만3740달러다. 한화로 계산하면 9,954만원이다. 여기에 한국으로 오가는 비행기 값을 더하면 1억원을 상회한다.

물론 주립대학 가운데는 플로리다 대학이나 플로리다 주립대학처럼 학비가 2만달러 후반대의 대학도 있다. 이런 대학에 진학을 한다면 학비 부담이 크게 줄어들 것이다.

그러나 필자가 늘 강조하는 것처럼 학비 부담을 연간 1만달러 미만으로 낮출 수 있는 방법은 미국 명문 사립대학에서 Financial aid를 받는 것이다. 현재로서는 이게 가장 가능성 있는 방안이다. 미래교육연구소가 연간 170여명에게 70여억원 이상의 재정보조를 받아주고 있다. 이런 루트를 가는 학생들과 학부모들은 경제적 부담을 덜고 마음 편하게 공부를 한다.

신은 공평해서 명예와 부를 함께 잘 주지 않는다. 마찬가지로 대학에서 공부를 할 때 학교 명성과 교육의 질과 학비, 저렴함을 동시에 주지 않는다. 특별한 몇 명은 이런 축복을 누릴지 모른다. 그러나 대부분은 어느 것을 선택해야 한다. 필자는 이때 교육의 질과 학비 보조를 선택하도록 권한다. <미래교육연구소장 이강렬 박사>
